Settings Tab is missing in CCLM

Hi Experts,

             We are implementing CCLM in Solman 7.1 SP13. We followed the configuration guide, all extractors are working fine and we do not have any authorization issues.When we launch transaction "CCLM", we cant able to find Settings Tab down to Overview

Do you have any idea where this problem could come from?.
