Gone through that link.

I am on BO 4.1 SP5 and the post shows that this option is available from BO 4.1 SP6.

I am not seeing the options of Constant/Formula for default values while creating Parameter

Also as I said below, this date prompt is not a universe/report level prompt. It is a mandatory Input parameter from HANA view.
