These are achieved through SPRO settings. For Description changes you need not have gone to table changes. This can be done through spro tcode OPS1. See this picture. (These arrows indicate the Description of various user-fields of your Field key)

And for your present requirement of making a user-field (USR00) inactive, the spro tcode is OPUK.
- Run the tocde

button at the top. - D'click on line Image may be NSFW.
Clik here to view. . - In the resulting screen Enter your Field key value in the Contents field and Hit Enter button.
- Now you set the PRPS-USR00 field to Disp. as shown below.
