I just checked with the person who was working on this issue and he mentioned that the xml tag you mentioned is already there in the top of the xml file , that is new-obj-share-status-public="true"
hmm... Not sure what went wrong. It seems after the old goals disappeared, they recreated new ones , so in the adhoc report the newly created goals can be seen, but not the goals that got disappeared.
Around 20-30 employees are complaining that their goals were vanished
