Hi Imran,
First check if there is standard BOR object which you can use in your case. To find this, switch on the event trace from SWELS, then run your transaction. Now check in SWEL if there is any event triggered for the same.
Then you can create your workflow from SWDD.
send a user decision step ( approve /reject ) to your approvers.
Also how are you going to determine your agents. Depending on that, you have to create your user decision step.
